Sealed with a UV fixative, the end result is a painting with the glow of a watercolor and the depth and intensity of an oil. Starnes says, "This new technique allows me to take my art in a direction that was impossible using paper. It's a dream for certain subjects."
In the 17 years he's been painting more than 1100 of his watercolors have been selected for private, public, corporate, university and museum collections in this country, Europe and Asia including The White House Historical Association in trust for the White House, The University of North Carolina at Chapel Hill, Fayetteville (NC) Museum of Fine Art, and the Huntsville Museum of Art.

Thirty of his paintings have been reproduced by various organization as prints, note cards, post cards and posters into more than 50,000 images.
